NEW YORK — A federal judge on Friday barred the city’s Taxi and Limousine Commission from issuing permits for taxicabs unless they’re accessible to people who use wheelchairs, a decision that was praised by advocates for the disabled as a milestone that could have national implications.

The Americans with Disabilities Act (ADA) requires public accommodations (businesses and non-profit organizations) to provide goods and services to people with disabilities on an equal basis with the rest of the public. Businesses and non-profit organizations that serve the public are to remove architectural barriers when it is "readily achievable" to do so.

The Institute for Human Centered Design, a Boston-based 33-year-old international, educational non-profit, is pleased to announce that it has received a five-year (2011-2016) federal grant award from the National Institute on Disability and Rehabilitation Research of the U.S. Department of Education to serve the six New England states under the New England ADA Center. The ADA Center will provide outreach, training, information dissemination and technical assistance on the rights and responsibilities of the Americans with Disabilities Act (ADA).
