Policy and Applied Research

The papers that appear in this volume are representative of the research activities of members of the Association for Public Policy Analysis and Management (APPAM). This book is the first in an annual series sponsored by APPAM. Each consists of a selection of the best papers presented at the Association's annual research conference. Topics include health policy, energy and environment, urban development, education and government policies.
