People with disabilities now reside primarily in community settings, but less than 20 years ago many people with disabilities lived in institutional settings such as state hospitals and nursing homes. As society's attitude toward people with disabilities changed, more people moved into communities to less restrictive environments. Although communities have been able to provide housing and some services, many people with disabilities are not yet part of the fabric of communities.
