The monograph series was based upon a survey of rural Centers for Independent Living (CIL) in which they were asked to identify the 5 most critical service needs that rural IL centers face. Centers identified the following:
-Meeting transportation service needs
-Increasing funding
-Enhancing housing options
-Changing attitudes about disability
-Improving community accessibility
Rural centers were encouraged to submit program information about their efforts in addressing these issues. The monograph series was developed to disseminate this information.
