This report is written chiefly for the use of administrators and others who are considering setting up evaluative research in their agencies or are wanting to know how much reliance to put on the reported findings of such studies. Much of the field attempts are made to determine and evaluate the effectiveness of programs and services in bringing about social-psychologial change.
